If your e-mail address is one of them, your registration will be approved immediately (you will be sent an e-mail with a link to click on just to confirm you want to be registered and someone else is not attempting to sign you up). If your e-mail is not on the pre-authorised list – no problem. You will be asked to answer a couple of simple questions and if you get those correct, your registration will proceed in the same way.
